Content Writing or design? what would you choose first?

While hiring an agency to generate the official site for the startup, the question arises on the sequence of priorities of events. Sure, if you're a tech man with advance knowledge of programming, coding or web designing then you would be working the build yourself, but not many entrepreneurs have the luxury of that knowledge.
